Mark Leonard
Mark has over 15 years of experience across the public sector, primarily in transport infrastructure. He began his career at the Department for Transport, working across a variety of policy briefs as well as roles supporting ministers and senior officials.
Most recently, Mark built and led National Highways’ government relations team, acting as an in-house adviser and supporting the businesses’ engagement with HMG. He also supported the successful completion of Roads Investment Strategy 2 negotiations with the government, acting as one of the key focal points between NH, DfT, and HMT.
While at the Department for Transport, Mark developed the Target Operating Model for Transport for the North, the first Subnational Transport system. He also led the team that developed the initial proposals for the creation of the Major Road Network and its accompanying Investment Strategy.
