John Arnold

John is an Associate Project Director for Agilia with 15 years’ experience specialising in infrastructure policy.

John has worked in the centre of government advising on infrastructure finance and economic regulation as well as sector specific issues in water, rail, waste, energy and climate.

At HM Treasury John led the policy design for the £22bn UK Infrastructure Bank developing its investment principles, scope and mandate and approach to natural capital. Here, John also led the team developing options to further the UK's approach to infrastructure finance and was policy lead for Private Finance Initiative (PFI / PF2).

John also brings experience of working across infrastructure sectors, including rail where from HMT he helped to establish the Rail Network Enhancement Pipeline; and water where he helped Defra to respond to the Cave review into competition and establish the Drainage and Wastewater Management Plans. He also has experience of working in the water sector from his time at Thames Water and ran all-party groups on energy and sustainable resources whilst at Policy Connect, a parliamentary focused think tank.

John has an MSc in Environmental Technology from Imperial College London.
